Despite all the efforts we have made to implement protocols that enable all breeders who are members of APCSE to obtain, at an affordable price, reliable reports of their dogs' hip x-rays, this has not yet been possible. We want to believe that the much-desired and awaited protocol to be celebrated between the UTAD University and the Portuguese Kennel Club will come to fruition in the near future, in order to make it easier for breeders to opt for more informed and safer breeding practices, with better results. Therefore, since the APCSE Board considers equity to be essential, it decided to accept the publication of litter announcements from all breeder members, regardless of whether or not the parents have been screened for hereditary diseases existing in the breed.
Interested parties are advised to carefully read the information provided about each litter. The acronyms DA, DC and CMD after the names of progenitors refer to the classification obtained, respectively, in the screenings for Hip Dysplasia, Elbow Dysplasia and Dilated Cardiomyopathy:
HD: A (normal hips), B (borderline hips), C (mild dysplasia), D (moderate dysplasia) and E (severe dysplasia).
ED: 0 (normal elbows), 1 (mild dysplasia), 2 (moderate dysplasia) and 3 (severe dysplasia).

Advice
for aquisition
Choosing a breeder is essential when deciding to purchase a dog. It can make the difference between having a healthy and balanced companion, who will make your life more complete and happy, or a dog with health problems or fearful or aggressive character. Read below for advice that will help you make an informed purchase.
The responsible breeder should:
- make photographs and information (pedigrees, screening for hereditary diseases recommended by the APCSE Health Commission) of the litter's parents available on your website/social media page - be available to answer your questions and clarify your doubts. - ask you questions to make sure you have the right conditions to have an Estrela (think of this not as an intrusion but as concern to ensure that the dog will be in good hands) - insist that you visit their facilities, so you can meet in person and see the dogs and the spaces in which they live - on the premises, show you the dam (who should show signs of having recently been breastfeeding and an affectionate attitude towards the puppies) and, if possible, also the sire, as well as the rest of the pack - provide you with solid references given by their veterinarian and by clients who have bought puppies from them - show you the genealogical certificates/pedigrees (LOP or RI registration on the CPC-Portuguese Kennel Club) of both parents - hand over, at the time of sale, the genealogical (pedigree) and ownership certificates for the puppy, issued by the CPC - or, if these have not yet been issued, proof of delivery of the documentation for registering the litter and puppies in the CPC. - preferably, have carried out DNA tests proving the dogs' parentage and provide you with the respective certificate (it is not uncommon for puppies/dogs not to be offsping of the parents indicated in the pedigree!) - provide you with proof that they have carried out screenings for hereditary diseases (hip dysplasia, preferably also dilated cardiomyopathy and elbow dysplasia) and their reports, preferably issued by entities recognized by the CPC: APMVEAC or Prof. Mário Ginja, from UTAD / recommended by the APCSE Health Committee - have vaccinated the dog (procedure carried out by the veterinarian - minimum one vaccine, preferably at least two) - have dewormed the puppy (fortnightly since the age of two weeks) - have the dog microchipped and registered (procedures carried out by the veterinarian) in the SIAC (Companion Animal Identification System), and must give you a form, signed by them, to transfer ownership to your name - have applied an anti-tick/flee treatment to the mother and, from 8 weeks onwards, also to the puppies - have taken the puppy to the veterinarian, before leaving home, for a clinical examination that includes auscultation, to detect a possible heart murmur - ask that, within two weeks after the dog leaves home, you take him to your veterinarian to confirm that everything is still ok - have started socializing the puppy, exposing it to different sounds and environments, domestic and foreign, to other people and animals, and, from 10 weeks onwards (after receiving the second vaccine), taking it for walks in the street, with due care to avoid contracting an infectious disease. - provide you with complete written information about all the dog's health data, dates of internal and external vaccinations and deworming, any medications or supplements that may have been administered to them - provide you with a contract in which both parties commit to responsibilities; It may be a simple sales contract or contain some specific conditions - advise you on all aspects of the dog's life (food, various care, education, clinical examinations) and commit to helping you in any situation that may arise throughout the dog's life.
Some breeders have reservation lists for their future litters. Therefore, if you want a puppy from a certain breeder, do not wait for them to publish photos of a litter before contacting him and expressing your interest, as the puppies will probably already be reserved. The best thing to do is to contact them in advance and ask to join one of these lists (or even two, in the event that, in the first litter, not enough puppies are born to meet all the requests). If you make a reservation, the breeder will probably ask you to pay a deposit – which may or may not be returned, depending on the circumstances. Find out about the conditions.
Never buy a puppy:
- by the roadside in the Serra da Estrela
- from a pet shop
- in a market or fair
- to a go-between or reseller
Puppies from those origins were raised without love, without basic care, probably in poor sanitary conditions, with a poor and inadequate diet and precarious healthcare, the parents were very unlikely screened for genetic diseases, meaning that the odds of hereditary health problems is higher.
Those activities face puppies as mere commercial objects, their welfare and life quality being indifferent to them. By acquiring a puppy from them, not only will you be running risks but also contributing to maintain an unscrupulous trade.
Many of such breeders post online about their litters, sometimes with beautiful photos but without any relevant information about their quality (some use photos of dogs and puppies from other breeders to sell theirs!). Be suspicious:
- if information is scarce
- if the breeder breeds many breeds, which means mass breeding and low quality.
- if the breeder does not ask you to visit them and says they will send the puppy to you via an animal transporter (it usually means they have something to hide)
Be wary of those who claim to be “certified breeders”: it's a false. No entity, neither the CPC-Portuguese Kennel Club nor the DGAV (a department of the Portuguese Ministery of Agriculture that holds responsibility for pets), certifies breeders. The only certification that exists is that of CPC's Valued Breeding Dogs - but it refers not to breeders but to dogs, which have to meet several criteria (the basic ones including Excellent or Very Good ratings in dog shows, DNA profile, screening for hereditary diseases with satisfactory results).
Those who proclaim their litters have been approved on inspections by the ICNF (entity that formerly had the power to approve facilities and not to certify the quality of the puppies and the ethics of the breeders) are not necessarily competent and conscientious breeders. It just means that the facilities were approved and that the dogs have food and water and shelter - but not love, socialization and a life not confined to a small space.
The fact that the puppy was sold with pedigree does not mean they have good quality nor are they purebred (some falsify genealogy, registering litters as being offspring of other parents.
Unethical breeders often claim that there are no health problems in their breeding and never take any responsibility for genetic pathologies, such as hip dysplasia, claiming that they are of environmental origin and blaming the dogs' owners. Conscientious breeders point out that it is impossible to guarantee that a dog will not have any genetic disease or defect – and, if one of these problems arises, they will be on your side, to help and advise you, worrying about the health and well-being of the dog.
